Azerbaijan offered the Armenian authorities $5 billion in exchange for Karabakh back in October 2018, through then-head of the National Security Service Arthur Vanetsyan, according to Mikael Minasyan, former Armenian ambassador to the Vatican and son-in-law of ex-President Serzh Sargsyan. Minasyan made the claim in a post on his official Facebook page.
