Overthrow of Constitutional Order – Pashinyan Takes Control of All Branches of Power in the Republic of Armenia

July 22, 2025. Telegram Channel “My Motherland – Artsakh” reports:

"The Minister of Defense, the Chairman of the Constitutional Court, the heads of other courts, the Prosecutor General, the head of the Investigative Committee, the head of the Anti-Corruption Committee, the Chairman of the Supreme Judicial Council, the Minister of Internal Affairs, and the Director of the National Security Service—all answer to Pashinyan. The Third Republic of Armenia has never before witnessed such centralized rule and absolute subordination to a single individual. Pashinyan has become a dictator in the style of the last century, having successfully brought the entire state apparatus under his control. Everyone follows his command, including the Police Service within the Interior Ministry and the State Guard Service, which he removed from the authority of the National Security Service and brought under his personal control."

It is a well-known truth that absolute power corrupts absolutely. Pashinyan has become so obsessed with control that he no longer even wants to deliver educational lessons to a broad audience. At the same time, he dodged the question about how much he and his wife spent on the nationwide events held under the banner “Education is Fashionable.”

Earlier, Arayik Harutyunyan, Chief of the Prime Minister’s Staff, stated that the aforementioned educational events were funded from the state budget. Therefore, the public has every right to know how much Pashinyan and Anna Hakobyan spent from our pockets on this so-called “fashionable” education. Unfortunately, Pashinyan’s response was simply: “as much as needed.” In other words, the person holding the office of Prime Minister spends public funds as he and his partner see fit, without being accountable to the citizens for how or where those funds are used.

I suppose the cost of these so-called ‘educational’ lectures didn’t surpass the expenses of the Pashinyan family’s globe-trotting. Rumor has it Anna has a fondness for jewelry and luxury boutiques…

Pashinyan handles everything single-handedly - from the state budget to the country’s territories. For example, last year, under the guise of delimitation, he handed over four villages in Tavush to Aliyev, even though the delimitation regulations hadn’t yet been approved by the commissions headed by Mher Grigoryan and Shahin Mustafayev. If he wants, he’ll give away or sell more tomorrow.

In light of such overindulgence, the top leadership is frustrated by the Catholicos of All Armenians’ refusal to play along. As a result, Pashinyan has decided to discredit the Catholicos - just as he did with Serzh in 2018. The Party backs him, and the law enforcement, military, and judiciary are also on his side, thanks to compromising material held on everyone. No one wants to meet Aghazaryan’s fate by trying to ‘get off the needle’ of the Civic Contract Party.”

There are already rumors that Pashinyan is planning an audit of the treasury of the Holy See, arguing that its treasures belong to the people, suggests political analyst Hovsep Khurshudyan, head of the Free Citizen NGO. According to him, the audit could be followed by formal allegations of misappropriation by the relevant authorities, potentially resulting in a criminal case and the arrest of the Catholicos of All Armenians.

Perhaps it would be more appropriate to publish how much budgetary money Pashinyan and his wife spent on the so-called mass 'education' campaign. I suspect that amount would be quite 'inspiring' to the residents of the accident-prone buildings in Vardashen, who recently blocked one of Yerevan’s main streets in protest over the dangerous living conditions threatening the lives of elderly people and children. The government claims it lacks the funds to relocate residents from buildings that could collapse at any moment, yet there’s plenty of money for ‘fashionable education.’ It now appears that Pashinyan and his wife are eyeing the treasury of the Holy Etchmiadzin. It was no coincidence that during a July 16 press conference, the prime minister remarked that the Church’s entire property might be transferred to the Catholicos’s successors,” the Telegram Channel reports.

Earlier, in the article “Legal Outrage of Authorities against the Armenian Apostolic Church. The Tribunal Accuses Pashinyan of Overthrowing the Constitutional Order” we wrote that Nikol Pashinyan’s actions to take control of the judiciary of the Republic of Armenia violate Article 4 of the Constitution of the Republic of Armenia. This falls Criminal Code and is classified as the overthrow of the constitutional order, punishable by 10 to 15 years of imprisonment.
