Serzh Sargsyan assured he would not claim the prime minister’s post either
10.04.2014. At a meeting with members of the expert commission on constitutional reform held on Thursday, President of Armenia Serzh Sargsyan stated that he would never run for the post of prime minister, according to the president’s press service.
“I officially declare that I, Serzh Sargsyan, will never seek the presidency of Armenia again. If, after the final discussions [on the constitutional reform], a path is chosen that does not align with my views— I mean the model of parliamentary governance—I will not pursue the post of prime minister either. I believe that no individual should hold the position of head of state more than twice,” the press service quoted Sargsyan as saying.

18.02.2015, The Republic of Armenia newspaper: The meeting of the Council of the ruling Republican Party of Armenia (RPA) on Thursday, February 12, completely turned around the domestic political situation in the country. Serzh Sargsyan's speech, delivered as the country’s president and chairman of the RPA, came as “a bolt from the blue,” due to the unprecedentedly harsh assessments directed at Gagik Tsarukyan, the leader of the Prosperous Armenia Party, as well as the political processes surrounding him and his party. Sargsyan's speech outlined specific steps aimed at altering the domestic political situation.

The president stressed the need to “cleanse politics of illiteracy and bring the processes back to an intellectual course.” This is tied to the development tasks set for the country, particularly the transition to drafting a new Constitution, the concept for which has already been prepared for some time.
The new Constitution must be aimed at safeguarding our country against shocks, strengthening and balancing the state system, increasing public influence on decision-making, boosting the efficiency of government-opposition interaction, and so on. Ultimately, the constitutional changes are intended to specify the competency cycle of government bodies, high-ranking officials, and the limits of their responsibilities derived from that,” said Serzh Sargsyan.
At the same time, he categorically refuted the assumption that the constitutional reform aims to reproduce the authorities, calling it absurd.
