RIA Novosti: Pashinyan told what he should be judged for

18.04.2013

Armenian Prime Minister Nikol Pashinyan stated that he should be blamed for not disclosing the details of the Karabakh peace process to the public before the escalation of the conflict in the autumn of 2020.

“It was my mistake. I should have come up then, shown the negotiation papers, and said: ‘Folks, we have reached this point, we have no options.’ This is what I should be blamed for – for not coming and saying that this game is over. It is my mistake. If you blame me for anything, blame me for that,” Pashinyan said, speaking in the Parliament.

He stated that the concept of the Karabakh peace process, established in 2007, stipulated that the right to self-determination could not be exercised unless Nagorno-Karabakh was recognized as part of Azerbaijan. Pashinyan added that in 2019, he proposed explaining the Madrid Principles of the Karabakh conflict settlement and whether Nagorno-Karabakh could achieve self-determination under those principles without being part of Azerbaijan. “The answer I received was: ‘Yes, if Azerbaijan agrees,’” the prime minister said.

In late September 2020, military actions resumed in Nagorno-Karabakh, marking a continuation of the long-standing conflict and resulting in civilian casualties. Despite several attempts to establish a ceasefire, the only breakthrough came with a trilateral agreement reached in the early morning of November 10. Mediated by Moscow, Azerbaijan and Armenia agreed to cease hostilities, and exchange hostages and the bodies of those killed. The territories captured by the Azerbaijani army by that point remained under Baku’s control. Additionally, Yerevan handed over the Kelbajar and Lachin regions, as well as part of the Aghdam region, to Baku. These areas had been controlled by the unrecognized Nagorno-Karabakh Republic since 1994 and had not been occupied by Azerbaijani forces. Furthermore, Russian peacekeepers were deployed to the region.

It is important to recall that earlier, speaking in the country's parliament, Nikol Pashinyan publicly denied the existence of any document on the settlement of the Karabakh conflict under the auspices of the OSCE Minsk Group, which would be discussed between Yerevan and Baku.
