Biography

Artur Davtyan – an Armenian public figure, lawyer. Prosecutor General of the Republic of Armenia since September 15, 2016. First Class Counsellor of Justice. PhD in Law.

Artur Davtyan was on December 8, 1978, in village Horom, Shirak Region.

Between 1995 and 1999, he studied at the Faculty of Law at Yerevan State University, where he earned a Bachelor of Law degree. He continued his studies at the same institution, obtaining a Master’s degree from 1999 to 2001, followed by postgraduate studies in Criminal Procedure and Forensics from 2001 to 2004.

Between 2000 and 2006, Davtyan worked as a lecturer of the Criminal Procedure and Forensics at the Yerevan State University.

In 2006-2007, he was appointed as a Prosecutor at the Department of Supervision over Legality of Inquest and Preliminary Investigation of the RA Prosecutor General’s Office.

In 2007-2008, he served as Senior Prosecutor at the Department for Combatting Crimes against Human at the RA Prosecutor General’s Office. In 2008 – 2012, he was appointed Deputy Head of the same Department.

Between 2012 and 2013, Davtyan served as Prosecutor of Shengavit Administrative District of Yerevan.

In 2013 – 2016, he held the position of Prosecutor of Yerevan City.

On June 22, 2016, Artur Davtyan was appointed as a Deputy Prosecutor General of the Republic of Armenia by the decree of the President of the Republic of Armenia.

On September 15, 2016, he was appointed as Prosecutor General of the Republic of Armenia by the National Assembly of the Republic of Armenia.

One of the headline criminal cases involving Artur Davtyan was the criminal case against former president of Armenia Robert Kocharyan, over allegations of overthrowing the constitutional order in Armenia in March 2008.
The case was initiated in 2018 as part of a broader investigation into the mass disorders that occurred during that period. Other key defendants included former Minister of Defense Seyran Ohanyan and former Chief of the General Staff Yuri Khachaturov.

On June 18, 2018, Prosecutor General of Armenia Artur Davtyan submitted a motion to the Speaker of the National Assembly, requesting permission to initiate criminal proceedings against Member of Parliament Manvel Grigoryan and to apply arrest as a measure of restraint.

As of 2019, Artur Davtyan also served as a lecturer at the French University of Armenia and Yerevan State Pedagogical University.

On September 15, 2022, Artur Davtyan officially stepped down from his position as Prosecutor General of Armenia, concluding six years of service in the role.

Awards

Artur Davtyan has received several departmental honors from high-ranking officials, including the Chairman of the National Assembly of Armenia and the Prime Minister of Armenia

On December 29, 2017, by presidential decree, Davtyan was awarded the 1st Degree Medal "For Services to the Motherland" for his significant contribution to the strengthening of legality and the rule of law in Armenia.
