Biography

Artsrun Hovhannisyan (Arm. Արծրուն Կարապետի Հովհաննիսյան), born on January 30, 1980, in the village of Tsoghamarg, is a former press secretary of the Ministry of Defense of Armenia, as well as a military expert and analyst. He is the author of numerous articles, monographs, academic papers, and peer reviews.

Hovhannisyan has been serving in the Armed Forces of Armenia since 1997. After graduating from university and receiving the rank of lieutenant, he was appointed platoon commander at one of the military bases of the Ministry of Defense.

In 2002, he became commander of an anti-tank battery at the same base. In 2004, he was appointed commander of an airfield technical support squadron. Between 2010 and 2011, Hovhannisyan worked as a military expert at the Institute of Political Research under the President of Armenia. In 2012, he joined the Public Relations Center under the President. That same year, he was appointed press secretary of the Ministry of Defense of Armenia.

In March 2020, Artsrun Hovhannisyan was appointed head of the Command and Staff Faculty at the Vazgen Sargsyan Military University. In July 2020, he assumed the position of head of the Personnel and Education Department at the Ministry of Defense of Armenia.

Between 2010 and 2012, Hovhannisyan studied at the International Scientific-Research Center of the National Academy of Sciences (NAS), specializing in history. In 2013, he became a PhD candidate at the Institute of History of the NAS. He received his PhD in history in 2014.

From March to July 2020, he headed the Command and Staff Faculty at the Vazgen Sargsyan Military University, and in July, he was appointed head of the Personnel and Education Department of the Ministry of Defense.

From September 27 to November 9, 2020, during the Armenian-Azerbaijani war, Hovhannisyan held daily press conferences at the Armenian United Platform Center, presenting the official position of the Republic of Armenia.
