In fact, one might even wish that things were exactly as he describes them.<\/p>\n<p style=\"text-align: justify;\">The problem, however, is that official Yerevan simultaneously continues to argue that Azerbaijan will gain an opportunity to raise the issue of the return of Azerbaijanis to Armenia if Armenia continues to advocate for the right of the people of Artsakh to return to Artsakh.<\/p>\n<p style=\"text-align: justify;\">This raises a simple question.<\/p>\n<p style=\"text-align: justify;\">If no such issue exists, why is Yerevan afraid of it? And if the issue has already been settled, how can it be reopened?<\/p>\n<p style=\"text-align: justify;\">Meanwhile, it is enough to examine Azerbaijani public rhetoric over recent years.<\/p>\n<p style=\"text-align: justify;\" class=\"translation-block\">As early as 2023,  <a href=\"https:\/\/www.trend.az\/azerbaijan\/politics\/3780046.html\" target=\"_self\">Hikmet Hajiyev, an aide to the Azerbaijani president, openly stated<\/a> that the \u201cWestern Azerbaijan Community\u201d has the right to return to Armenia, arguing that Azerbaijanis were expelled from Armenia in the late 1980s. This was not the personal opinion of a public figure, but an official position expressed by the Azerbaijani presidential administration.<\/p>\n<p style=\"text-align: justify;\" class=\"translation-block\">That same year, <a href=\"https:\/\/apa.az\/en\/western-azerbaijan\/western-azerbaijan-community-responds-to-armenian-pm-it-is-our-absolute-and-inherent-right-to-return-to-our-homes-399312?utm_source=chatgpt.com\" target=\"_self\">the \u201cWestern Azerbaijan Community,\"<\/a> established with government support, demanded the return of Azerbaijanis to Armenia within the framework of internationally binding agreements that would include oversight mechanisms and guarantees. The organization declared that resolving this issue was a necessary condition for future peace between Armenia and Azerbaijan.<\/p>\n<p style=\"text-align: justify;\">Moreover, the matter moved beyond rhetoric long ago.<\/p>\n<p style=\"text-align: justify;\" class=\"translation-block\">The official website of the organization contains an entire \u201cConcept of Return\u201d -  a political document dedicated to ensuring the \u201csafe, dignified, and peaceful return of Azerbaijanis deported from the territory of present-day Armenia.\u201d In other words, this is not merely a slogan, but a carefully developed ideological framework designed to support the further advancement of this agenda.<\/p>\n<p style=\"text-align: justify;\">In recent years, this policy has only intensified.<\/p>\n<p style=\"text-align: justify;\" class=\"translation-block\">In May 2025, representatives of the same organization accused Armenia of refusing to discuss the return of Azerbaijanis and declared their intention to continue pursuing the issue on international platforms. In September of the same year, the organization\u2019s chairman, Aziz Alekperli, once again stated that recognition of the right of return is a requirement of international law and must be implemented after the conflict is resolved.<\/p>\n<p style=\"text-align: justify;\">Thus, we are left to acknowledge the obvious.<\/p>\n<p style=\"text-align: justify;\">One may debate whether such demands have any legal basis. One may describe them as propaganda, political maneuvering, or a tool of psychological pressure. Yet it is impossible to deny that the issue exists.<\/p>\n<p style=\"text-align: justify;\">At the very least, it exists as an officially promoted political concept of the Azerbaijani state. Azerbaijani President Ilham Aliyev himself has repeatedly spoken about the rights of \u201cforcibly displaced Azerbaijanis.\u201d<\/p>\n<div class='avia-iframe-wrap'><iframe loading=\"lazy\" title=\"\u26a1\ufe0f\u0410\u041b\u0418\u0415\u0412: \u0410\u0440\u043c\u0435\u043d\u0438\u044f \u041e\u0411\u042f\u0417\u0410\u041d\u0410 \u0432\u0435\u0441\u0442\u0438 \u0434\u0438\u0430\u043b\u043e\u0433 \u0441 \u041e\u0431\u0449\u0438\u043d\u043e\u0439 \u0417\u0430\u043f\u0430\u0434\u043d\u043e\u0433\u043e \u0410\u0437\u0435\u0440\u0431\u0430\u0439\u0434\u0436\u0430\u043d\u0430\" width=\"1500\" height=\"844\" src=\"https:\/\/www.youtube.com\/embed\/NaFqoOQXsrM?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe><\/div>\n<p>&nbsp;<\/p>\n<p style=\"text-align: justify;\">This makes another aspect of Armenia\u2019s position difficult to understand.<\/p>\n<p style=\"text-align: justify;\">If Yerevan is convinced that such demands lack any international legal foundation, why does Armenian diplomacy place the right of hundreds of thousands of Artsakh Armenians to return to their homes on the same level as a political project that the Armenian side itself considers groundless?<\/p>\n<p style=\"text-align: justify;\">The experience of recent years shows that most Azerbaijani demands began as political concepts.<\/p>\n<p style=\"text-align: justify;\">First came international discussions. Then conferences, resolutions, expert forums, and public organizations. After that, the issue was incorporated into the negotiating agenda. Only then did practical implementation begin.<\/p>\n<p style=\"text-align: justify;\">Therefore, the problem is not whether Azerbaijanis are being resettled in Armenia.
