He was also elected Chairman of the Azat Hayrenik (Free Motherland) Party and led the \u201cMotherland\u201d parliamentary faction. In 2009, he was re-elected as Chairman of the Free Motherland Party.<\/p>\n<p style=\"text-align: justify;\">On September 14, 2007, upon the nomination of NKR President Bako Sahakyan, Harutyunyan was unanimously elected Prime Minister of the Nagorno-Karabakh Republic by the Parliament.<\/p>\n<p style=\"text-align: justify;\">In the 2010 parliamentary elections, his Free Motherland Party secured 14 out of the total 33 seats in the National Assembly.<\/p>\n<p style=\"text-align: justify;\">In September, 2012, upon the nomination of NKR President Bako Sahakyan, Harutyunyan was unanimously re-elected Prime Minister of the Nagorno-Karabakh Republic by the Parliament.<\/p>\n<p style=\"text-align: justify;\">From September 25, 2017, to June 6, 2018, Harutyunyan served as State Minister of the Nagorno-Karabakh Republic.<\/p>\n<h3 style=\"font-style: inherit; text-align: justify;\">Presidency<\/h3>\n<p style=\"text-align: justify;\">On April 14, 2020, Arayik Harutyunyan was elected President of Artsakh, receiving 88% of the vote.<\/p>\n<p style=\"text-align: justify;\">He assumed office on May 21, 2020. During his presidency, Artsakh experienced the largest-scale military hostilities since 1994, resulting in the loss of significant territories previously controlled by the Nagorno-Karabakh Republic (including the so-called \"security belt\") to Azerbaijan.<\/p>\n<p style=\"text-align: justify;\">On February 22, 2022, Harutyunyan recognized the self-proclaimed republics of Donetsk and Luhansk, declaring that \u201cthe right of nations to self-determination and the establishment of their own state is an inherent right of every nation and a fundamental principle of international law.\u201d<\/p>\n<p style=\"text-align: justify;\">On August 31, 2023, Arayik Harutyunyan announced his intention to resign from the post of President.<\/p>\n<h3 style=\"font-style: inherit; text-align: justify;\">Arrest<\/h3>\n<p style=\"text-align: justify;\">On October 1, 2023, Azerbaijan placed Harutyunyan on the international wanted list for what Azerbaijani Prosecutor General Kyamran Aliyev described as \u201ccrimes committed during the 44-day war of 2020.\u201d<\/p>\n<p style=\"text-align: justify;\">On October 3, 2023, according to Azeri-Press, Arayik Harutyunyan was arrested by the State Security Service of Azerbaijan along with other former officials of the NKR and was transferred to Baku.<\/p>\n<p style=\"text-align: justify;\">Harutyunyan was charged under the following articles of the Criminal Code of Azerbaijan:\nArticle 100 (\u201cPlanning, initiating, and waging aggressive war\u201d),\nArticle 116 (\u201cViolating international humanitarian law during military operations\u201d),\nArticle 117 (\u201cIssuing criminal orders during wartime\u201d),\nArticle 120 (\u201cPremeditated murder\u201d),\nArticle 214 (\u201cTerrorism\u201d),\nArticle 214-1 (\u201cFinancing terrorism\u201d),\nArticle 214-3 (\u201cOrganizing terrorist training\u201d),\nArticle 218 (\u201cEstablishing illegal groups\u201d),\nArticle 279 (\u201cCreating armed units or groups not sanctioned by law, whose actions resulted in fatalities\u201d).<\/p>\n<p style=\"text-align: justify;\">Criminal proceedings against Harutyunyan and other former members of the NKR\u2019s military and political leadership began on January 17, 2025.<\/p>\n<\/div><\/section><\/p><\/div>","protected":false},"excerpt":{"rendered":"","protected":false},"author":1,"featured_media":5052,"comment_status":"closed","ping_status":"closed","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[164],"tags":[],"class_list":["post-6269","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-podsudimye"],"aioseo_notices":[],"_links":{"self":[{"href":"https:\/\/armtribunal.com\/en\/wp-json\/wp\/v2\/posts\/6269","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/armtribunal.com\/en\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/armtribunal.com\/en\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/armtribunal.com\/en\/wp-json\/wp\/v2\/users\/1"}],"replies":[{"embeddable":true,"href":"https:\/\/armtribunal.com\/en\/wp-json\/wp\/v2\/comments?post=6269"}],"version-history":[{"count":1,"href":"https:\/\/armtribunal.com\/en\/wp-json\/wp\/v2\/posts\/6269\/revisions"}],"predecessor-version":[{"id":6270,"href":"https:\/\/armtribunal.com\/en\/wp-json\/wp\/v2\/posts\/6269\/revisions\/6270"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/armtribunal.com\/en\/wp-json\/wp\/v2\/media\/5052"}],"wp:attachment":[{"href":"https:\/\/armtribunal.com\/en\/wp-json\/wp\/v2\/media?parent=6269"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/armtribunal.com\/en\/wp-json\/wp\/v2\/categories?post=6269"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/armtribunal.com\/en\/wp-json\/wp\/v2\/tags?post=6269"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
