Sargsyan used the expression in a letter addressed to Donald Tusk, President of the European People\u2019s Party, while Pashinyan echoed the same phrase in an interview with the French newspaper Lib\u00e9ration. Additionally, he did not hold a rank equivalent to or higher than colonel.<\/p>\n<\/div><\/section>\n<div style=' margin-top:60px; margin-bottom:30px;'  class='hr hr-custom hr-center hr-icon-no'><span class='hr-inner   inner-border-av-border-fat' style=' width:2000px; border-color:#a3a3a3;' ><span class='hr-inner-style'><\/span><\/span><\/div>\n<section class=\"av_textblock_section\"  itemscope=\"itemscope\" itemtype=\"https:\/\/schema.org\/BlogPosting\" itemprop=\"blogPost\" ><div class='avia_textblock'   itemprop=\"text\" ><p style=\"text-align: justify;\" class=\"translation-block\">In May 2018, when introducing the newly-appointed Director of the NSS, Arthur Vanetsyan, to the key personnel of the National Security Service, Nikol Pashinyan thanked the former Director of the NSS Georgy Kutoyan, and the employees of the system for exerting all possible efforts during the \u201cvelvet\u201d revolution.<\/p>\n<blockquote>\n<p style=\"text-align: justify;\" class=\"translation-block\">\"The world is genuinely surprised and even admiring of how political changes in our country took place without a single drop of blood being shed\u2014without serious clashes or casualties. People wonder how, after such a transformation, it is love and solidarity\u2014not revenge\u2014that prevail in the country. According to the investigation, Kutoyan died by suicide.<\/p>\n<p style=\"text-align: justify;\" class=\"translation-block\">In an article published on January 18, 2020, <a href=\"https:\/\/www.7or.am\/ru\/news\/view\/177638\/\" target=\"_self\">7or.am<\/a> questioned the official version of events presented by the investigation.<\/p>\n<blockquote>\n<p class=\"translation-block\">The law enforcement authorities under Nikol Pashinyan opened a case under the article of \u201cincitement to suicide.\u201d But how can they be certain it was a suicide\u2014and who, then, incited it? Perhaps this particular charge was chosen deliberately to muddy the waters.<\/p>\n<p style=\"text-align: justify;\">The former NSS Director Georgy Kutoyan rarely appeared in public, but by virtue of his position, he knew a great deal\u2014especially about Nikol Pashinyan.<\/p>\n<p style=\"text-align: justify;\">For instance, he knew how it happened that, shortly after the armed attack on the Patrol and Inspection Service regiment, Nikol Pashinyan appeared on the scene fully prepared and went live on air\u2014without encountering any resistance from \u201cSasna Tsrer.\u201d Kutoyan was well aware of Pashinyan\u2019s connections with \u201cSasna Tsrer,\u201d including episodes that remain unknown to the public.<\/p>\n<p style=\"text-align: justify;\">Furthermore, Pavlik Manukyan was the only member of \u201cSasna Tsrer\u201d who once declared that Nikol should be thrown into the garbage bin. Today, Pavlik is no longer among Zhirayr\u2019s supporters.<\/p>\n<p style=\"text-align: justify;\">Everyone familiar with the inner workings of domestic politics knows that Nikol Pashinyan was a client of the former authorities. That\u2019s precisely how he managed to become part of the \u201cWay Out\u201d Alliance (Arm. \u2014 \u201cYelq\u201d), a project backed by those very authorities. Evidently, Georgy Kutoyan knew far more about all this.<\/p>\n<p style=\"text-align: justify;\">Kutoyan served as Director of the National Security Service throughout the \u201cvelvet\u201d revolution.
