If, following the final discussions [on Constitutional Reform], a path unacceptable to me is chosen \u2014 I mean the model of parliamentary governance \u2014 I will not seek the post of Prime Minister. I am certain that a person should not aspire to lead the country more than twice,\u201d RIA Novosti quoted Sargsyan as saying.<\/p>\n<\/blockquote>\n<\/div><\/section><\/div>\n<div class=\"flex_column av_one_full  flex_column_div av-zero-column-padding first\" style='border-radius:0px; '><section class=\"av_textblock_section\"  itemscope=\"itemscope\" itemtype=\"https:\/\/schema.org\/BlogPosting\" itemprop=\"blogPost\" ><div class='avia_textblock'   itemprop=\"text\" ><p style=\"text-align: justify;\"><span style=\"font-size: 21px;\"><strong>With the connivance of Serzh Sargsyan, the authorities failed to take timely measures to protect the constitutional order. Key positions in areas such as national security, finance and economy, foreign policy, and control over electoral processes were filled by loyalists of Serzh Sargsyan.
